Project Overview

This project was let twice prior to final award. Each time all bids came back over the engineer’s estimate and budget. It was then let as a Stream-Lined Design Build. The Wildcat/Parsons team was selected because of our proposal to construct the replacement concrete box culvert (CBC) as a precast structure rather than a cast-in-place unit. Wildcat/Parsons teamed with Lindsay Precast to construct the 24’W x 10’H x 120’L CBC in 4’ long segments. This project was needed to mitigate flooding due to the 2012 Waldo Canyon forest fire. Seasonal rains washed down debris, clogging the undersized 72” CMP culvert under US24, which is located in a narrow canyon between Cascade and Manitou Springs, Colorado. Due to the flooding, cars were washed down US24, killing one person. Construction had to be completed within 120 work days and also prior to spring rain events. A 2-phase approach was utilized by closing the two eastbound lanes of US24 first, leaving one lane in each direction in the westbound lanes. First activity removed the existing embankment and existing 72” CMP culvert. Then, sheet pile shoring was placed between the four lanes, and the new CBC was installed. A new concrete outfall structure and rip rap-lined channel embankment was then completed. With phase 1 complete, traffic was switched and construction continued to phase 2, which included excavating and constructing the westbound side. Shoring (sheet piling) between the two phases was very difficult as piles had to be driven into solid rock and rock boulders, all while mitigating existing stream flow.
